Just take the Blue Pill.

The following information will affirm your concerns.

This is what I call a classic example of Postal "Knowledge Management". My first night back to my new job at the NDC as a Tractor Trailer Operator, a postal position which requires both a physical certification, and a professional license called a CDL (Commercial Driver's License). The Supervisor said to me "I can't help you with anything related to the job because, I have no knowledge of the transportation network, or the transportation industry."

Do you believe it would be beneficial for the Postal Service to use rail to transport mail within the NDC network? Why or why not?

Let's re-visit this once again. If 65% of your workforce is doing 80% of the work, and 3% of the workforce is on light duty doing nothing of value (moving mail), except generating more paperwork for management dealing with that, which results in a negative zero sum game. Therefore, negative zero sum game value conversely changes the 80% and 65% represented values.
Actually from what I've seen, in my opinion, there's appears no real effort to rectify the personnel compliment conundrum, because sweet overtime, and or V-Time is at risk for existing craft employee compliment. Turf wars. Last I witnessed, 2013 Pick Up trucks, international vacations, and new Low Riders cost more that a 40 hour postal week can produce. So this is kind of an exercise in futility?? Right? And, management really does not want to change much that may result in their job's elimination.
